This is not the sad unwanted as in love or out of fear because of his powers like those eyes, this is the funny unwanted where people would like Herbie to be elsewhere.

In many cases, Herbie is so unwanted that he is kicked out onto his butt. "...and stay out, see?" It's a central theme of Herbie stories that he is not taken seriously by the establishment, even though he is famous throughout history.
